The Secretary Manager, sometimes referred to as "The Secretary" (as distinct from Stenographer), now called the Chief Executive Officer, is the Administrative Head of the Municipal Corporation, and principal accountable officer to the Permanent Secretary in the Ministry of Local Government and Community Development, whose substantive responsibility it is to act on the policy directives of the Council.
